PRESIDENT'S MESSAGE
The sheriff’s badge is a symbol of public trust. I believe that out of all the elected officials in South Carolina the 46 county sheriffs are the closest day-to-day representatives of the citizens we serve. As president of the South Carolina Sheriffs’ Association, I will make it my goal to ensure that our association is involved in all statewide matters that have an impact on our citizens and out-of-state guests.
Like all other states, South Carolina has seen the effects of a poor economy, the direct result of which is the inability of our state government to fund our state law enforcement agencies at the effective and efficient levels we enjoyed during previous economic growth. With state budget cuts come increased county taxes, which equates to increased millage in order to cover the rising cost to sheriffs in providing an acceptable level of service as is required by state law.
Our South Carolina sheriffs do a great job of supporting each other and do so without hesitation. We must continue our mutual support while demanding that the General Assembly fund statewide law enforcement resources such as forensics labs, intelligence centers, gang and drug law enforcement, immigration, fugitive apprehension programs, juvenile justice programs, highway safety, accident and DUI reduction initiatives.
County sheriffs together are a strong and recognizable force within South Carolina. Our voice will continue to advocate the combining of resources for the citizens we serve.
I look forward to this opportunity to serve as president of the South Carolina Sheriffs’ Association and would like to thank each and every citizen of our great state for your continued support of this association.

In the last issue of the South Carolina Sheriff, I announced the beginning of a "Letter to the Sheriff" page. Thus far, we've received no letters. I'm sure someone has something to say, so let's hear from you.
Also in the last issue we included a survey on the magazine. We've received many responses and lots of great ideas for improving the magazine. I'ts going to take some time to visit all the subjects you, our members, have requested. Please be patient, we'll try to get to everyone's idea in time. Look for some changes in the upcoming issues. Maybe you'll see your idea in print!

Publications: "The South Carolina Sheriff" - quarterly magazine to the Association's honorary members. "The Official Guide and Directory" - annual directory of sheriff's offices, police departments, courts, and state agencies.
Founded in 1913, the South Carolina Sheriffs' Association is a 501(c)(3) non-profit organization established to provide educational support to the state's sheriffs and their personnel. Additionally, we provide direct support to the 46 sheriffs in the areas of legal research, legislative monitoring, and the association serves on a number of working committees such as the Adult Protection Coordinating Council (the SCSA Executive Director currently serves as chairman), the Children's Justice Task Force which is the policy arm of the Children's Law Center at the USC School of Law (the SCSA Executive Director served as chairman for six years), the Department of Public Safety's Impaired Driving Prevention Council, DHEC's Violent Death Study Committee, and the Amber Alert Oversight Committee (the SCSA Executive Director chaired the committee that organized and established the Amber program in South Carolina in 2002). The Association also provides staff for the administration of both the SC Law Enforcement Accreditation Council and the SC Jail Accreditation Council.
SCSA provides specialized training to the sheriffs and their personnel that are not typically available through the SC Criminal Justice Academy. Such training includes mid-level management training, vehicle theft investigations, decision making criteria for commanders, and civil process procedures for foreclosures to name a few. All training is free to the sheriffs and their personnel.
SCSA's primary source of income is from its Honorary Membership Program which is a direct mail campaign. SCSA DOES NOT use telephone marketers nor does it sell any items over the phone as a fund raiser. You will NEVER get a phone call from SCSA unless it is a response to a call initiated by an individual.
SCSA retains between 60% to 65% of all proceeds derived from the mailing. The amount depends upon the number of responses to the mailing. SCSA uses a direct mail service, Grizzard Advertising out of Atlanta to handle all of our mailings. Grizzard has been in the direct mailing business since 1929 and is highly respected in their field. Approximately 10% of the revenues are paid to Grizzard. The balance pays for the production of the mailing including the purchase of mailing lists, the purchase of the paper products that go into the mailing, the printing of the materials and finally the postage to mail the letters. All contributions are tax deductible.
The SCSA office consists of four full time employees: a secretary/receptionist; a membership director and publisher of our association magazine and law enforcement directory; a training coordinator, meeting planner and administrator to the two accreditation programs; and our Executive Director who oversees the operations of the office, monitors our legislative concerns and represents the sheriffs on both the state and national levels.
